Why wasn't it an overt?

The usual auditor response to "I didn't justify it" is "Why wasn't it an overt?", which may or may not be applicable here.

Go with the flow

The justification can apply to the withhold as well as any prior overt. I didn't tell her I was a millionaire because I didn't want her to admire me for my money might be valid for a justification if there is charge on it. Just go with whatever comes to mind.
